Promoting the "Three Mutual" Customs Clearance and Building an International Logistics Corridor

Regarding the 2016 Government Work Report's proposal to "build a cooperation mechanism for customs clearance along the Belt and Road, and build an international logistics channel", the Director of the General Administration of Customs, Yu Guangzhou, stated in an interview with reporters that the customs will fully promote the construction of the international logistics channel by promoting the "three mutual" customs clearance of "information exchange, mutual recognition of supervision, and mutual assistance in law enforcement".

Yu Guangzhou stated that customs promotes the construction of major channels from both domestic and international perspectives. In terms of collaboration among domestic departments, we have taken the lead in formulating the "Implementation of the" Three Mutual "Promotion of Great Customs Clearance Reform Plan" and identified 37 important reform measures. Currently, all port departments are steadily and orderly advancing. For example, the reform of the "single window" in international trade has changed the port clearance process from "serial" to "parallel", achieving one-time declaration by enterprises and unified feedback of law enforcement results, allowing more data to run errands and fewer enterprises to run errands. This reform was launched at coastal ports last year and will be further promoted to eligible inland ports this year.

In terms of international customs cooperation, we will vigorously promote international cooperation with the customs of countries along the the Belt and Road in the field of customs clearance facilitation, in order to serve the construction of the "Belt and Road". So far, Chinese customs have established cooperative relationships with customs of 131 countries and regions, and signed 162 bilateral cooperation documents. Last year, the General Administration of Customs held the "the Belt and Road" Customs High Level Forum in Xi'an, attended by heads of customs and international organizations from 71 countries (regions), reached a number of achievements such as the Xi'an Initiative for Connectivity, and built a platform for customs cooperation along the line. This year, on the basis of the Xi'an Consensus, we will negotiate and sign cooperation documents with more countries, actively promote the implementation, expand the breadth and depth of cooperation, promote customs connectivity along the line, and expand customs international cooperation wherever the "the Belt and Road" is laid out.
