De Minimis Suspended: New Entry Requirements for Low-Value Shipments

The $800 exemption is gone across all modes. Every parcel now needs an entry — and classification data many sellers never collected.


U.S. Customs and Border Protection has indefinitely suspended the $800 de minimis exemption across all modes of transport. Shipments that previously entered duty-free now require an appropriate entry and are subject to all applicable duties, taxes and fees.

For international mail, a new informal entry process took effect on July 24, 2026 for shipments valued at $2,500 or less classified in HTSUS chapters 1 through 97. Filing is limited to the owner, the purchaser, or a licensed customs broker. Filers submit a monthly spreadsheet with 10-digit HTSUS classifications, pay duties by ACH debit by the 7th of the following month, and must maintain a continuous customs bond in ACE eBond. Full compliance is required by October 22, 2026.
